Mine Action Programme Manager Cambodia

APOPO is looking for an experienced Manager to lead our Mine Action program in Cambodia.

Context

APOPO is an international NGO with over 20 years of experience in humanitarian Mine Action. Globally so far, APOPO has cleared and released over 64 million square meters of land and destroyed over 140.000 landmines and explosive items in five countries, helping almost one million people gain access to safe land for productive use.

Cambodia Programme

APOPO has been operating in Cambodia since 2014. Today, it is one of APOPO’s leading Mine Action Programmes, which has surveyed, cleared and released over 7 million m2 of land from landmines and cluster munitions in 2022. APOPO's integrated mine action teams deploy Mine Detection Rats, Technical Survey Dogs, Machines and Manual Deminers in four Provinces in collaboration with national and international organizations. The programme in Cambodia has 100+ staff members and 60+ working animals, working in the Eastern, North and North-Western Provinces. Country head offices are situated in Siem Reap.

Role

Reporting to the Head of Mine Action, you will be responsible for the effective integration of operational and strategic management, in line with APOPO’s vision, mission, policies, and contractual obligations. You will have a wide variety of responsibilities including management of local and international staff. management of contracts and collaboration agreements with national and international organizations, as well as donor liaison, finance, security management, capacity building and risk management.

Key responsibilities

  • Planning and managing all the programme activities in Cambodia;
  • Communicating and working in close collaboration with APOPO's national and international stakeholders and collaborators in Cambodia;
  • Managing the integration of animal detection systems alongside machines and manual assets, to maximize effectiveness, cost efficiency and productivity;
  • Working closely with the Head of Mine Action and the Fundraising teams on preparation of proposals, reports and donor related activities;
  • Manage collaboration agreements with national and international organizations;
  • Ensure that project activities and objectives adhere to APOPOs ethical conduct, behavioral standards, and organizational values which include quality, innovation, social transformation and solidarity with the beneficiary communities;
  • Manage project expenditures and fiscal control;
  • Manage the training and the capacity development of national and international staff;
  • Asset and security management.

Requirements

APOPO is looking for candidates with experience at a senior level of managing operations and other mine action programme related aspects, that are able to adapt to the complexities of deploying animal detection systems in different scenarios, in collaboration with national and international organizations. Experience of mine action programming is essential, as well as management of multi-cultural and multi-disciplinary teams. Excellent people management and communication skills, and the ability to manage HR, administration, logistics and finance. Experience in high-level representation and donor development.

Candidates should have the following qualifications:

  • Minimum 5 years of experience working in the Mine Action Sector, from which minimum 3 years of serving in a senior management role a Mine Action programme;
  • Experience in operational planning, execution, and monitoring of Mine Action activities – especially survey and clearance. Additional experience in Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) is an advantage;
  • Minimum, 1st level university degree or military staff college qualification;
  • Excellent communication skills;
  • Knowledge of International Mine Action Standards (IMAS);
  • Detailed understanding of the land release concept;
  • Experience with national and international stakeholders in Mine Action Sector;
  • Experience in leading multi-disciplinary and multi-cultural teams;
  • Experience in financial planning, management and reporting;
  • Strong analytical and planning skills, ability to summarize activities in clear written reports;
  • Experience in working with (Animal Detection Systems) ADS in Mine Action is an advantage;
  • Professional English fluency is mandatory.

Compensation and benefits

  • Salary: compensation is competitive, corresponds with the complexity of managing animal detection-based programmes, and commensurates with experience;
  • Allowances: APOPO provides a housing and telecommunications allowance;
  • Leave: We recognise our staff work hard and need the appropriate time out to stay motivated. You will have a minimum of six weeks out of the programme per year;
  • Flights: APOPO provides annual holiday flights;
  • Insurance: Insurance cover by APOPO's insurance package including Personal accident, travel and medical expenses insurance and access to 24-hour medical assistance including evacuation and repatriation;
  • Location: the location of APOPO's head offices is considered to be a family friendly duty station.
